What's the film with Mel Gibson in a bank all day whilst a sniper is outside waiting to kill him?

There is a film I have seen before and I loved it. I'm sure it was Mel
Gibson in it. I just wish I could remember the title.

I could have the actor wrong, though I'm sure it was Mel Gibson. If I
